Employees pay attention to questions like:
- What happens when production deadlines are missed?
- How does management respond to reported hazards?
- Does leadership stop unsafe work?
- Are safety concerns addressed quickly?
The answers to those questions shape culture far more than any poster ever could.
The Audio Must Match the Video
One of the best ways to think about safety leadership is this:
The audio must match the video. In other words, what leaders say must match what leaders do.
If leadership says safety is important but consistently prioritizes production over safety, employees notice. If leadership says employees matter but ignores reported concerns, employees notice. If leadership says safety is the top priority and demonstrates that through consistent action, employees notice that too.
Why Trust Matters
Trust is one of the most valuable assets in any workers’ compensation program.
Employees who trust management are more likely to:
- Report injuries promptly
- Report hazards
- Participate in safety initiatives
- Cooperate during recovery
- Return to work successfully
Trust is built through consistency. Every leadership decision either strengthens or weakens it.
The Blank Sheet of Paper Test
Here’s a simple exercise for leaders.
Take out a blank sheet of paper and answer one question:
What have you personally done in the last 30 days to improve workplace safety?
Many leaders are surprised by how difficult this question can be. The exercise isn’t about blame. It’s about awareness. The answer reveals whether safety is truly a priority or simply something leaders talk about.

Safety culture isn’t created by signs, slogans, or mission statements. It’s created by the actions employees witness every day. When leadership behavior consistently supports safety, trust grows. When trust grows, safety culture follows. And when safety culture improves, workers’ compensation results improve as well.
