Singapore’s Ministry of Manpower (MOM) has acted against errant Accredited Training Providers (ATPs) for training and assessment malpractices, which compromised the integrity and robustness of their Workplace Safety and Health (WSH) courses.
Earlier in 2014, MOM received information about four ATPs that were allegedly violating the Terms and Conditions (T&Cs) for ATPs. The T&Cs stipulate the required training and assessment standards for safety courses conducted by ATPs.
MOM’s investigations showed that the four ATPs – Safety Council Pte Ltd, Safety Academy Pte Ltd, Foster Asia Pacific Pte Ltd and Global Tech Training Solutions Pte Ltd – had violated the T&Cs, and all were immediately ordered to stop all WSH training.
The violations uncovered included providing trainees with answers to assessment questions, allowing trainees to copy from one another during assessments and failing to deliver the course contents adequately by not adhering to the stipulated duration for the conduct of courses.
MOM has cancelled the ATP status of the four companies and will also not approve an application by any company applying for ATP status if any of the following persons is proposed by the company to be the Director, Principal, and or Trainer:
a. MrOng Lai Huat and Ms Lee KokMoi – Directors of Safety Council Pte Ltd and Safety Academy Pte Ltd
b. Mr Adrian Yeo – Director of Foster Asia Pacific Pte Ltd
c. MrAravind Raja Periasamy – Director of Global Tech Training Solutions Pte Ltd
In addition, three trainers (involved in the conduct of WSH courses in Foster Asia Pacific Pte Ltd had their MOM-approved trainer status suspended for between three and six months.
MOM to Continue With Audits of ATPs
MOM will continue with the audits of ATPs to ensure the proper conduct of WSH training and assessment.
Er. Ho SiongHin, MOM’s commissioner for WSH said, “ATPs who violate the terms and conditions of their ATP status erode the trust in our WSH training standards. We will investigate complaints against poor training standards by ATPs, and will not hesitate to take action against ATPs if they are found to have malpractices.”
